A Brief History of TCM and Acupuncture in Slovenia​

Acupuncture and TCM were introduced to Slovenia in the late 1970s during the era of Yugoslavia. A pivotal moment came in 1978 with a major symposium at Slovenj Gradec General Hospital, where Chinese experts demonstrated acupuncture techniques. This event led to the adoption of the Slovenjegraška deklaracija (Slovenj Gradec Declaration), enabling acupuncture's inclusion in payable medical services by 1979. Pioneering Slovenian physicians, including prim. mag. Marija Cesar Komar (an anesthesiologist who established one of the country's first dedicated acupuncture cabinets for pain management after training influenced by Chinese programs), played key roles in its early adoption and integration into hospital settings. From these beginnings, TCM has grown steadily, complementing conventional medicine in public hospitals (pain clinics) and private practices.

​Today, under the Zakon o zdravilstvu (Complementary and Alternative Medicine Act), TCM—including acupuncture—is recognized as a legitimate form of complementary health practice (Zdravilstvo). Qualified practitioners can provide services with an appropriate healer license (Zdravilec), provided they adhere to standards of education, core competencies, code of ethics, and scope of practice. This framework supports broader access while prioritizing patient safety. Medical doctors who have basic TCM training or other forms of needling practices outside TCM theory can also provide acupuncture/dry-needling at the hospital, pain clinics, general patient clinic and private clinics.

As the leading professional association for TCM and acupuncture in Slovenia, a European Traditional Chinese Medicine (ETCMA), World Federation of Acupuncture and Moxibustion Societies (WFAS) and EUROCAM member, SZKMA is committed to:

  • Advancing the highest standards of education, training, and ethical practice in TCM and acupuncture, requiring comprehensive curricula that integrate deep TCM theory with Western biomedical sciences (including anatomy, physiology, and clinical safety).

  • Promoting the proven safety and efficacy of authentic TCM acupuncture when performed by properly trained practitioners, where serious adverse events are extremely rare thanks to rigorous protocols and holistic diagnostics.

  • Clearly distinguishing TCM acupuncture as a complete, millennia-old medical system from simplified non-TCM needling techniques (e.g., dry needling), advocating that the latter be restricted to appropriately qualified medical doctors to safeguard public health.

  • Fostering strong bridges between TCM practitioners and conventional medicine through open communication, interdisciplinary collaboration, and integration into Slovenia's healthcare system under the Medicine Act (Zakon o zdravilstvu).

  • Driving professional development through continuing education, international conferences, research support, and global partnerships to elevate knowledge, organization, and recognition of TCM in Slovenia.

  • Protecting and enhancing the reputation of the TCM community by prioritizing patient-centered care, evidence-based applications, and advocacy for stronger, fair regulatory frameworks that support qualified non-medical practitioners while ensuring the best interests of the public.
